    We have checked the same in our demo site, as you can see the checkbox is working on internet explorer: https://prnt.sc/l4dcea, you can also check our demo site: https://demo.dualcube.com/wordpress/wp1010/shop-2/

    As you are facing this issue, some plugin/theme conflict might cause this. Just to be sure, please switch to some default theme like Twenty sixteens and check the same. If the issue still exists, disable all the plugins except WooCommerce and WC Checkout Terms Condition pop-up.
