Creating text based in an order

Hi. I have developed a Woocommerce store (I have much experience in building stores). I, however, am struggling to accomplish a goal. i cant find any plugins that do what I need. Please let me know if you can assist with the following:

I am trying to create a remote shopping platform on woocommerce. Basically, a user enters a list of grocery items to a ‘shopping lsit’. The user ‘check out’ on wordpress (no payment must be done on the platform.

Users go to the site, and enter a shopping list in plain text. Each item on the list needs to be create as its own text field with a quantity attribute e.g:

QTY PRODUCT
1 Brown Bread
3 Handwash

The products need to be entered by the user in plain text. They DO NOT have prices

The user will go to the store to pickup the groceries and make payment at the till). Once the order has been placed by the user, it must become a new order in the woocommerce orders page, with a list of the products that the user entered (again, in plain text. no prices needed. no predefined products needed). The store will then shop the order, and call the customer to collect.

Does anyone know of a plugin that can do this? Or any way around this?
