I build sites on a server where the site is visible to the client. When all is done (and the last payment is made), I move the site to the permanent hosting environment.

If you build on localhost, you can’t show the site to the client or let them access it. If you’re serious about being a developer, set up a server on Digital Ocean, Linode, or some other VPS host.

and can i create multiple sites in wordpress…

    Look up VirtualHost and Apache

so should i submit all the files to the client ?
How do i do that, backup all the files to desktop and give him the files??

and if he wants to edit the files on his own, how could he edit without my wordpress username??

Submit the files to the client? What’s the client going to do with them. As a developer, you expect the client to install a WordPress site?

Once the site is done, you move the site to his designated host, create an ID for him, and train him how to use it. Disable APPEARANCE->EDITOR through wp-config.php so he’s not tempted or able to touch the PHP.

yes..because some ppl ask the files so that they could edit..
So can they install wordpress on their own and edit the site i created with the files i submitted to them after the payment?

If the client wants it that way, sure. meet in a parking lot a midnight. He puts the cash in a paper bag on the ground. You put down a thumb drive. You both make a grab, get in your cars and go before the shooting starts….. Oh, wait, that’s for a drug deal. Never mind.

Yes, turn over the files and any necessary instructions on payment. Create an ID for him before you dump the database. But insist that training is part of the package you’re delivering.

How do i do that, backup all the files to desktop and give him the files??

This concerns me. If you don’t know this, I’m not sure how you can call your self a WordPress developer. I’ll leave this as your homework assignment.

Make sure you know what you’re doing before you get a real client. On the other hand, don’t be afraid to swim out to the deep end on occasion, where you’re in a little bit over your head. It’s an excellent motivation for learning.
