Creating page templates (not themes)

I want to create page templates so I have more flexibility with pages. For example, I want to create a template to create a “Random” script that will simply take a person to a random article in the blog. I have coders that can make this, I just want to know the basics of how do you make a template, get it recognized by WordPress, and where to upload it to in the system.
