Creating 'an options panel to configure settings'

I would like to create ‘an options panel to configure settings’ when a particular user/site admin logs in. I do not want all the usual plugin, users, tools links under appearance, posts, media, pages, tools under Dashboard in the admin area to show up when this user/site admin logs in.

There will however be some custom settings links that allow the user to do certain things, For example, change text, add image, choose a color, etc.

Is this task possible, please? Has anyone done something similar before? If yes, could someone advise me, please.
