Creating a table inside a post

wouldn’t work for you? (provided the wysiwyg thing is NOT turned on)

If I wanted to style the table, where I put the CSS code to style it?

<table class="yourclass">
 <tr>
   <td class="anotherclass"></td>
 </tr>
</table>

and then just style the classes in your stylesheet.

I put this content in a post:
This is a test post.
<table>
<tr>
<td>cell1</td>
<td>cell2</td>
<td>cell3</td>
</tr>
</table>
This post includes a table.

I added this to my style.css:
#content table {border:1px solid #000;}

However, when my table displays, there’s no border.

What else do I need to do?

It has border. (viewed in FF).
