Creating a motion CSS effect for images

I followed this tutorial https://docs.litespeedtech.com/lscache/lscwp/pageopt/#lazy-load-images to add the fade in effect on the images. Really, a cool feature and almost similar to what i am looking for.

Can you share me CSS just like you shared for this link https://docs.litespeedtech.com/lscache/lscwp/pageopt/#lazy-load-images to create a motion effect like this https://miro.medium.com/max/418/1*vT4O8z_iRZF9bFLGOJG-Ug.gif .
I want it to be done with CSS, don’t want to add .gif file.
