Creating a Language Selector Welcome Page

Hello, I am stuck thinking how to make a hierarchy for that.

I have two pages

https://www.lojinstitute.com (in Portuguese)

and

https://www.lojinstitute.com/en (In English)

But I want to create a language selector welcome page that then redirects the users to the Portuguese or English version of the homepage.

One idea I had is to create https://www.lojinstitute.com/pt and move the contents of the original https://www.lojinstitute.com to the new one and then the original page will only be used to redirect the user.

Is that the best idea?

If that is, how can I move the contents of one page to the subpage?
