Creating a Comments list from scratch?

For my page I have set it up so the story will appear in one column and comments will be listed in another with a comment form underneath.

Basically I wish to know how to make a ‘Comments Loop’ to list the comments the same way you would posts. I haven’t had much luck looking the the WP Docs for help, it seems comments need to be in a list, do they have to be? I have the comments title tag, author tag and text tag I just don’t know how to put them in to the loop and I want to start from scratch, what do I need to make this happen?
