Create users in roles that require review

Hi there!

We have a role, “Gold users”. This role is set to require admin aproval.

We want to be able to create an user backend that is already in the correct role. This sends email to user and requires approval.

Can we somehow create users backend in a way that immediately activates the account and does not require admin approval, thus only triggering the “account approved” email?

Right now we can only do it by creating the user,then approve, thus sending at least two emails to user.
