Create users and give them restricted access to the site- admin must create them

    So I am currently trying to build a website that acts as supplementary material to one of my businesses. My aim of this website is to provide my clients with an area they can go to access all my resources i.e. webinars, ebooks etc. However, I want to be able to manually create usernames and passwords for my clients and have them log in with that so that they can see the content (only see it with login details).

    I do not want people to be able to create their own usernames and passwords, it must go through me. Is there any way I can do this simply and for free?
