Create semi-transparent banner as overlay on background image

Hi,

I’m looking for a Page Builder that will allow me to place a semi-transparent banner on top of a background image. The page builder that came with my theme is Themify Builder but it doesn’t seem able to do this.

An example of what I want to do is:
