Create new blog capability

  • Are their any capabilities for users to create a new blog in WordPress Multisite?

    What I’m trying to do is let subscribers create a new site, my plugins are-

    Woocommerce
    Woocommerce Subscriptions,
    Groups
    Groups for Woocommerce
