Create link to help translate content

I have a blog where community members are encouraged to submit news drafts. Making it clear that they can submit news is pretty easy. I want to do the same for translations. I want to show readers that they can translate an existing post. Is there a way to programmgtally create a link, say at the top of an article, that users could click and (after logging in) be directed to the editor to start translating into the selected language?
