Create field group missing

I’ve got two sites where I’m currently using the Toolset plugin. Other one is having “Products – Create field group” available and other one is having “Products – Add custom fields” available. The sites are basically the same (other one used for testing), how do I get the “Products – Create field group” available also on the other site? Thanks.
