    yes, you can create this using event categories and then use shortcode like

    [events_list scope="future" limit=10 pagination=1 category="x"]
[events_list scope="future" limit=10 pagination=1 category="-x"]

    the 1st shortcode will display all your events under your featured event categories

    while the 2nd shortcode will display all your events except your featured event categories

    This where X stands for your event category id
