create custom horizontal flyout menu

hello.

this is a tricky question for me, not being a programmer.
regarding this site

i would like to have a menu working like this:
1) the green dot sticking there is the menu
2) on mouse-over the dot gets pinkish
3) on klick 3 buttons come out or appear
4) on mouse-over the green dots get pinkish
5) on klick you get to the link you want to.

how can i make this ? any plugin in mind that i can mingle ?

oh.. and the menu on the bottom will vanish then of course, but i would use those links, just that you have an idea.
