Create a theme like Vantage using Page Builder

    Hi,

    I try for the first time to create a wordpress theme,
    I want to create a Static page, and allow to user to change it from the wordpress dashboard.
    Exactly, i need to know how to display Home Page section like in the vantage theme (Apperence > Home Page).
