Forminator does support limited voting. In poll “Behavior” settings you’ll find “Vote per user” option that can be set to “once” or “allow multiple” and below it is “method” setting which can be set to “User IP” or “Browser Cookie”.
Currently, there’s no “per user id” limits though. It’s on a “to do” list so it will be implemented with one of future releases of the plugin but I don’t have ETA.
As for the poll that you shared:
I’ve imported it to my test site (no other plugins active, default theme) and tested and it seems I cannot replicate the issue. This is a screenshot with just a few votes from Firefox browser:

I also tested it afterwards with poll made from scratch and different browsers but I had the same results.
It’s behaving differently on your end, right? Since I cannot replicate it, is there some page on your site where I could see the issue live?
I understand that you have switched to another plugin but if you could e.g. put some “test poll” on some additional “test page” and point us to that, we’d like to take a look.
