    The %2F portions of that simply resolves to a slash character, so the actual content is similar to /?keepThis=true/page/98//page/2//page/3//page/102.... There is nothing in WP core that would respond to that. There’s no telling what themes and plugins might do. What might be instructive is find out from your access logs where the referring URLs are from. Another thing to look at is network traffic generated after such a request. Use your browser’s network developer tool to see this. Hopefully between the two you will have a better idea of what’s going on.
