Coupons don’t work in multiple Categories

How can I have an item in two categories, but one category is exempt from discounts, thus it makes the same item ineligible for discount on the allowed category.
I offer single item & packs (not discounted). If a single item is also available in pack, the discount excludes the pack, but also makes the single item ineligible for the discount. Is there a way around this? ??
