Coupon not applicable to selected shipping method

I have an existing BOGO coupon that we update occasionally when we offer BOGO for selected products. I just updated the selected product within the coupon and tested it. For me, it works fine. When my wife tests it, she gets the “Coupon not applicable to selected shipping method” when she enters the coupon code. There is no shipping method showing in checkout when she enters the code. I have removed a “free shipping => $40” coupon but her BOGO still fails. I have removed the limit that the BOGO can’t be used in conjunction with other coupons but the BOGO still fails. This has always worked for both of us before and the only item I’ve changed for coupons, shipping, etc is the selected product in the BOGO coupon so I’m at a loss to understand why this is happening and specifically, why it works fine for me and doesn’t for her.
