country calling code prefix billing phone on change country in checkout

There is a issue with the phone field since a recent update. When ever the country is selected the country calling code is automatically inserted. This is a good addition but how it works now is that it overrides the field being required and the customer can check out without entering his or her number. How can this be fixed?
