Couldn't set local for other users, only for me

As always thanks for the great plugin. I have only one issue now.
Plugin works alright, I’ve installed .mo files and can switch languages by myself.
When I go to edit some user’s setting. And if I want to change locale to something else – nothing happens after I saving changes.
User locale = my locale all the time. If I change my local to Russian, user’s locale in dropdown box will be also Russian. If I change my locale to Chinese, it will be Chinese too. But I can’t change user’s locale to something else, but mine ??
