Could this plugin be used to build lists for voting ranking things?

Hi:
I’m looking for a way to display lists of things that can be voted up/down by users (ranked lists like ranker.com)and also user has an optional field to add a new item which would then be added to the list with or without approval of moderator. Optional reCaptcha to submit new item and also limit entries to text only and specify max # of characters allowed.

Sounds like a long shot, but just wondering is it possible to do this with the table plugin and if so how difficult would this be?
