Could not open socket errors

We are getting intermittent errors with system e-mails going out. This is a major problem as it is preventing important donation related e-mails from going out to donors and admins.
Our ISP (Hostmonster/Bluehost) says it is a problem with the plug-in, but this is the second or third e-mail plug-in we have tried and the problem persists, so I think the problem lies elsewhere. Your plug-in was recommended by the Give support team that we first contacted about this matter when we initially thought the problem was with their plug-in.
Something is preventing our WordPress installation from consistently accessing our mailserver. If you have any thoughts that could assist us in diagnosing this, it would be most appreciated.
I can provide the information on the Diagnostic Tool page of your plug-in settings, but want to make sure it is secure to do that before including it in a post here or if I should get that information to you another way. It is showing:
