copyright plugin

    I would like to ask for advice about a custom-made plugin. A half year ago I asked the maker of an official WordPress plugin to make a customize that plugin for me. Now I would like to work together with another developer to make some extra changes en add functionalities of this customized plugin. Can I make changes to this plugin that I paid for? When I open the folder and look at the code I see in his official plugin: * License: GPLv2 or later, In the customized plugin he made for me says: * License: Copyrighted

    I wonder what the rules are. Is the client the owner, or is the maker of the plugin the owner and can I legally let another developer makes changes to it?
