Copying blog software to another blog

I am operating a blog israpundit.com. I want to use it as a model for another domain namely newjordanparty.com

Does you program allow me to use all my themes, plugins and Widgets for both blogs. At the same time I want different users for each blog and a different language, different banner and a few other small changes for the second blog.

Alternatively what is the easiest way to transpose everything to a new account.
