Cookies not set on local installation

I have this plugin installed on a client’s website. I also have an idetical clone of the live site running on Local by Flywheel on my Mac. I noticed that the cookies that the GatorLeads plugin sets on the live site are not set on my local version. Is this intentional? I’m presuming that this is the case so that visitation stats don’t get skewed by visits to local, development or staging versions of sites. Could you confirm this please?
