Cookies login error

I get the following message on the login page to our website.

ERROR: Cookies are blocked due to unexpected output. For help, please see this documentation or try the support forums.

I haven’t seen this before. I cleared my cookies but it is still appearing and I can’t log in. Any help to fix this would be appreciated.
