Cookies is not defined

Sorry to bother you but we’re stuck with this one.
Easy ToC works OK but breaks other, crucial, plugins. We’ve left EToC running so you can see the error in place … but we’ll have to deactivate unless there’s a fix.
I don’t know if this is a EToC error or a problem caused by some other part of WP … but this is all I have to go on …
It generates this error in the browser inspector …
