Cookie Settings

When I go to the home page of my blog, https://phuketcrime.com, I get a black banner at the bottom that says “Cookie Settings”.
One, I’d like to get rid of this and two, it appears there is something wrong with the cookies on the site, because I used to have cookies save my keywords when posting to my blog, so just pushing the first letter brought up all the cookies from the last post I made. Now nothing.
Help!
