Cookie plugins not working

Hi, I have installed and uninstalled about 8 cookie plugins none of them work. I have removed browsers cookies, logged out, tried different devices and browsers. I’m using multi-site I’m not sure if this is causing a problem. Any Ideas (Thanks in advance)
