Cookie Notice for compliance

I read that WordPress is now compliant with GDPR, but I cannot find a way to set a cookie notice (without an extra plugin)

I was under the impression that a cookie notice is required for compliance, so presumably in WordPress there is a way to set thenotice, can someone please tell me how I do this? Apologies if I’m missing something very obvious.
