cookie-control shortcode only works properly when I’m logged in as admin

Hi – I have the [cookie-control] shortcode in a widget in the footer of my site.

Everything works fine *except*:

1. When cookies are disabled via the ‘revoke’ button, the ‘accept’ banner often (unpredictably) does not reappear so there’s no ‘accept’ button to press. It does work when I’m logged in as admin, but not usually otherwise.

2. When cookies are disabled via the ‘revoke’ button *and* the banner doesn’t appear, refreshing the page or navigating to another pages switches cookies back on.
