Can you please check that you don’t have any console errors (Chrome > Inspect > Console) on your site?

There also might be some conflict with your theme or plugins, or with a caching plugin that should be investigated by your developers.

If you don’t see the updates correctly, the best is to view the site in a private browsing window or you can use a different browser to ensure that your local cache does not interfere.

I have the same problem, I can only see the banner when I am logged in as administrator.

If i check the Chrome console I get this errors:

Uncaught TypeError: Cannot set properties of undefined (setting 'promptOptions')
    at <anonymous>:3:46
    at RocketLazyLoadScripts._triggerWindowLoad ((index):3:8093)
    at async RocketLazyLoadScripts._loadEverythingNow ((index):3:4461)

content_page.js:2506 Bartender API access denied.
SerpResultsMetrics.handleError @ content_page.js:2506

DevTools failed to load source map: Could not load content for chrome-extension://eakacpaijcpapndcfffdgphdiccmpknp/scripts/content_page.map: System error: net::ERR_BLOCKED_BY_CLIENT

I′m using AMP for blog post. Could this be the problem?

Thank you for your quick response. I guess that the problem is for the cache plugin wp rocket when I remove unused css, please, could you tell me which css should not be removed? is This correct?

I already exlude cookies: moove_gdpr_popup
