Conversions not loading in Google Ads

Hello,
I have Enhanced E-commerce data coming through to Google Analytics no problem, and I have even set up 6 goals based on Enhanced E-commerce events. So far so good.

When I open my linked Google Ads account and add Conversion > Goals, I can add the goals created in Google Analytics, but no data comes through.

Google technical support tell me that I need to implement Tags, but I thought I should fire conversions from Enhanced E-commerce data without a separate Tags implementation.

Can you please clarify?
