Control the comment of an article

Hi,

I see that for each article, there is an option to indicate whether the comment is allowed. In such a case, just wonder if the comment is also controlled by the WordPress comment setting? FOr example, I do not allow any comments with a hyperlink, will that also work for the article comments as well?
