Control panel : Bug when rights are not admins

I am facing a bug in the plugin options in the categories “Appearance” and “Settings”.

When a user is not an administrator, these categories are displayed (although this should not be possible) and have a link to the plugin options.
When you try to access an error message appears: You do not have sufficient privileges to access this page. (Thankfully)
