Continue to Checkout works even when errors are displayed

Even when there are errors, such as “Order must be above 12.50” or “Shipping is not possible for your location”, the Continue to Checkout button still works.
I need the continue to checkout button to block until the user has resolved the errors. What could be causing this?

I have tried with both Divi and Storefront themes.
I have tried setting limitations with both Woocommerce Distance Rate Shipping (by WPShowCase) plugin and the VarkTech Min and Max Purchase for WooCommerce plugin.
In all cases the user can just continue to the next page in spite of errors.
The plugin maker tells me this is a Woocommerce issue.
