Content restriction not working—admin can still see block for logged-out users

Hello, one of my sites is using blocks/gutenberg and I’m trying to restrict a group to logged out users only.

On the same page, I have buttons that are restricted to logged in users only.

When I view the page as a logged-out user, it works perfectly!
Screenshot of the frontend view of the page that was being edited, viewed as a logged-out user. The buttons block is successfully hidden while the group block is successfully visible. This is the intended behavior. However, when I view the page using my administrator account, I can still see the block that is supposed to only be visible for logged-out users.
