Content not getting updated for some countries like Australia , New Zealand etc

Hello Experts WordPress Developers , In the following page when you click on view details the old file gets downloaded for Australia, New Zealand countries even though we have updated the new pdf file which is not getting reflected . I have cleared the Cache and also deactivated the Cache plugin . Still the same error . Can you please help . Thanks
