Contact form without plugin

Hi there,

How to send mail via contact form on my static page?

I have been trying to search for the solution, but almost all advices cover this topic with plugin decisions, which does not cover my issue, as I need to do it without plugin.

Is there any other decision how to send ones mail a dynamically created form with possibility to upload files?
