Contact form 7 – Create Link on upload

Is it possible to make the file upload field create a link once uploaded and include that link in the email.

For example:

1. User uploads their file (picture.jpg)

2. “Submits form”

3. File is uploaded onto the website/server

4. Link is generated (https://website.com/uploads/picture.jpg)

5.) Link is attached in email and sent to the receiving end

AND

Is there a way to have these files that would be stored on the server, deleted after say 3-4 weeks?
