Constantly locked out

Hello! I have had an ongoing problem with one site that I manage (out of about 50 sites that I have WF installed on and it works well). More often than not, when I or my client try to access the WP login page, it doesn’t even allow us to try, we are automatically locked out. This happens even though I’ve added our IP addresses to the whitelist. Please help!
With my extensive experience with Wordfence, I know this is not normal, and I don’t want have to FTP into the site every time either of us wants to make an edit. ??
The site is hosted at Bluehost. The unlock emails don’t come.
