Connection failed error

I keep getting “Connection Failed” error when trying to upload to Google Merchant Center“Failed to connect to the remote server. Please make sure the source URL in your feed configuration is a valid one.”
So I tried manually downloading your feed and it isn’t giving me a download file it just links back to my feed URL.
1. What is going on here?
2. How do I DOWNLOAD an xml file?
