you can set up shipping zones and split them into different zones, how is that complicated?

If however you meant shipping methods, then yes it isn’t great – legacy system. Method 4 is the better one allowing a lot more flexibility.

Because having to set each zone is a lot of work. The easiest thing was to do flat rate but thats not that great for international shipping.
No, we have switched over to Cart66. My clients and I both love it. The layout is much more simplified and live shipping calculation takes out ALL the work needed for shipping.
