Confused about this interface

I am confused, why does only wordpress.com have this dashboard for everyone now and self hosted does not. I thought this was a plugin you could add, but it was still in beta for self hosted. What are the long term plans for this and why the seperation between wordpress.com and self hosted on this huge change.
