Conflicting with Timely Calendar

If I disable Contact Form DB, then my timely All-in-one calendar displays the times correctly. If I activate the Contact Form DB, then the plugin grabs the UTC time that is set in the wp-settings.php. If I hard code the wp_settings.php to my timezone, all is well. Is there something in the Contact Form DB code that is over-writing timezones somehow?
