Conflicting rules

I need 2 roles to only be able to access 1 specific page each. With 1 restriction rule in place, it works. With 2 restrictions, it does not

With the Brands priority 1, the rule works, it can only access that specific page.
When the rule is priority 2, it no longer works and the role can access everything.

The same is true with the careers restriction rule. It works when priority 1, but not when priority 2
